The gap between rural areas and major cities in China is getting wider and wider, in terms of economic, technological and cultural development.
Such widening gap worries the government as macro-inequality causes unrest. To cope with the problem, the Central Government passed a groundbreaking land reform as one of the measures to improve rural living standards.
The land reform would allow farmers to transfer their lands, currently collectively owned and then distributed by the government, to other parties.
